That's medical jargon for SUCK (big time). As a road warrior and former expense account clerk, I know many expense reports prepared and processed today are so-20th century. As David Barrett, Founder of Expensify, describes in this interview they are often an 'arts & crafts' process. Find receipts in luggage/clothes. Glue/tape receipts to paper. Enter data into spreadsheet, print out paper. Fax/scan/copy/mail results to office. Print/copy documents received, enter into report systems, print audit reports. Manager approves, print/mail check. In a word, UGH. Employees/contractors are out the $$$ and the employer is spending a lot of money on a process that doesn't create revenue.
